Restructuring the entire organisational level becomes a key objective in adapting to new trends and challenges. Public sector and international organisations need to be well prepared for carrying out new policies and implementing projects which are designed and aimed at resolving organisational and administrative issues.

There is a current need for public administration to adapt to outside and inside pressures and to pursue new and innovative ways to effectively and efficiently respond to emerging challenges.

Public sector organisations are not only dealing with financial and personnel constraints but are also exposed to increased public scrutiny due to high political uncertainty. Strategic change management is, therefore, a crucial issue for the public sector. This aims to find a systematic approach to designing change and successfully involve employees in the transformation process. The question of "what" to change leads to the critical issue of "how" to lead the change. Hence, transformative leadership in public organisations is at the heart of this development. Organisations have to determine which type of leadership best suits their particular demands to bring about the necessary change.

At the international level, demographic change is, however, creating additional opportunities as well as restraints. HR departments need to expand their personnel capacity through accurate and timely personnel planning. The role of HR departments in international and European organisations, but also at the national level, is in the process of transformation. Adaptation and transformation from a conventional administrative unit to a well-functioning part of the management system are required. While change management can be a solution for many current challenges for the public sector, HR departments will also have to focus on issues such as efficient stress management and how to keep their employees healthy in the long term. As a result of digitalisation and increasing work pressures, employees' wellbeing and mental health status is an essential element of HR.

In an era of rapid technological developments and intensified digitalisation, personal data protection has become a high demand internationally. The European Commission has proclaimed the necessity of controlling and restricting the extensive storage of personal data and forbidding the misuse of this highly sensitive material.

Following the enactment of the General Data Protection Regulation (GDPR) in 2016, not only private companies but also public sector institutions are faced with the challenges of implementing the GDPR and abiding by its strict rules within a short timeframe to avoid high monetary penalties and reputational damage to their institutions. Practical implementation problems are tough to avoid. However, the consequences of non-compliance are putting immense pressure on governmental institutions.

Sustainable development is a further topic that national and international public organisations are struggling with. Many initiatives have been started to improve environmental protection, for example, the Energy Performance of Building Directive (EPBD), where the European Union's main aim is to improve the energy performance of buildings within the European community. In this context, European Member States are also confronted with the implementation obligations of the European Commission's Circular Economy Package, which aims at further recycling of packaging waste. Public institutions will have to plan efficient waste management systems and be adequately equipped to avoid liability claims by the European Commission.

The main challenges for public institutions will be, therefore, to exercise proper budget management on the one hand, and to act as a role model for the private sector and the general public on the other. Managing international projects and stakeholder management are clearly topical issues for public institutions. It is vital to not only identify crucial stakeholders but also to successfully plan and implement the right arrangement of actions with stakeholders. How to engage and employ correct communication techniques with stakeholders is currently one of the most critical questions confronted by public organisations in this field.

While it is helpful to know what challenges exist for the public sector, public organisations should go further and try to find the best solutions for preserving a well-functioning public administration system.
