Public procurement defines “the process by which public authorities, such as government departments or local authorities, purchase work, goods or services from companies”.  According to the European Commission, in the European Union 250.000 public authorities provide for a total public spending of 14% of GDP in the field of public procurement. This sum represents the purchase of services, works and supplies in various areas of public interest and concern.
