Mr. Ugrekhelidze is a senior level professional experienced as CEO of public and private companies for 20 years. Since 2013, he’s been leading the National Agency of Public Registry (NAPR), a government authority under Ministry of Justice of Georgia. As Chairman of NAPR, he’s in charge of nationwide initiatives and projects, including State Project of Land Registration, the implementation of Blockchain technology in land and business registration systems, development of National Spatial Data Infrastructure (NSDI), creation of the unified addressing system and the development of National Navigation System. Under his guidance, several new initiatives and reforms have been developed and started operation - registry of Municipalities, registry of Economic Activities of Legal Entities; modern cloud-based IT Infrastructure has been developed (serving not only to NAPR, but also to other government authorities, including Chamber of Notaries, State Procurement Agency, Enforcement Bureau); several donor-funded projects (Sida, World Bank, Norwegian government, EU, GIZ) have been launched supporting development of the NAPR. As a result of successful the performance of NAPR, property and business registration held top places in the World Bank Doing Business rankings.

Andreu Ulied is a founder and director MCRIT/Multicriteria in mid-nineties, a consultancy company working on policy assessment and project appraisal. MCRIT works at local and international level for public institutions, such as multilateral financial institutions, as well as for private corporations, mostly infrastructure managers and public service operators. Andreu Ulied has conducted CBA for European institutions such as the Comission, the European Parliament and EIB, and he has worked as project evaluator for INEA. He is Doctor Engineer by the Polytechnic University of Catalonia, Master in Planning by Harvard University. Andreu Ulied coordinates the course on CBA organised anually by the assotiations of engineers and economists of Catalonia, planned to be extended to lawyers in the next edition.
